I had good luck stpping the server before installing the Optimizer (prompted to restart during installation) and installing the Zend Optimizer 3.2.6 directly to the WOS root (root of drive) so none of the file editing was neccesary. Run of phpinfo.php shows Optimizer installed and enabled. Machine is XP.
